Commissioner Richard Ross Jr. spent over 30 years as a trailblazer in law enforcement. Throughout his career, Commissioner Ross has always been committed to fighting to ensure his fellow officers demonstrated effective, respectful, and accountable policing.

Larry R. Ashley graduated from FBI National Academy and a retired Florida Sheriff. Larry has spent over 30 years in law enforcement and obtained numerous specialized training certifications throughout his career.

Kathleen O’Toole is a lawyer and career police officer who is known internationally for her leadership skills and police reform strategies. O’Toole is a former Secretary of Public Safety for Massachusetts, Boston Police Commissioner, and Chief of the Seattle Police Department. She continues to demonstrate her commitment to public safety through her work on several law enforcement boards both in the United States and overseas.

Chief Donald W. De Lucca has over 33 years in law enforcement and is a lifetime member of the International Association of Chiefs of Police (IACP). He was sworn in as the 104th President of the association in 2016.

David R. Murtaugh is the former executive director of the Indiana Criminal Justice Institute, former sheriff, and lifelong public servant. Murtaugh served as a U.S. Marshal for 8 years and as an advisor to the Senator.

Greg Hamilton was born and raised in Central Texas and received a Bachelor’s Degree in Criminal Justice from Southwest Texas State University Hamilton was appointed Chief of Enforcement at the Texas Alcoholic Beverage Commission (TABC) in 1994 and elected to serve as President of the National Liquor Law Enforcement Association (NLLEA). Hamilton was elected as the Sheriff of Travis County in 2004.

John R. Layton’s 45 year career with the MCSO included Patrol Deputy, Undercover Vice and Narcotics Corporal/Sergeant, Physical/Sexual Abuse Unit Sergeant, chosen by Sheriff Frank Anderson to serve as the Executive Officer of MCSO Colonel, elected Sheriff of Marion County, and was appointed to preside over the building of the new Adult Detention Center for Marion County.

Dr. Garcia is a 33-year law enforcement and security professional. He holds a doctorate in Organizational Leadership and has served as Chief of Police on three separate occasions. He has worked on national and international public safety projects throughout his career and is considered an international expert on leadership, criminal justice and security/safety operations.

Laura has 30 years of extensive experience as an award-winning journalist, communications director of an urban police department, and communication strategist. She has successfully managed worst-case incidents addressing every aspect of a crisis including strategizing on organizational representation, addressing all the stakeholders, and minimizing impact on operations. As an Information Officer at the Tampa Police Department, Laura strategically navigated numerous crises ultimately strengthening community relationships.

Robert J. Ford began his law enforcement career at the Villa Rica Police Department in 1990 for one year before becoming a Narcotics Agent with the Georgia Bureau of Investigation (GBI) for over twenty years. Upon ending his career at the GBI as a Special Agent-in-Charge (SAC), Ford continued his career in law enforcement by joining the Clayton County Sheriff’s Department as the Deputy Director for Constituency Services and in charge of Strategic Intelligence collection for the department.
