What Is Alyssa’s Law in West Virginia?

House Bill 4798, sponsored by Delegate Jonathan Pinson (R-Mason), passed unanimously in both chambers and was signed into law by Governor Patrick Morrisey on April 1, 2026. Implementation must be completed by December 31, 2026.

HB 4798 Requires:

  • Wearable panic alert device for every public school employee.

  • 9-1-1 PSAP integration with capability to send both 9-1-1 calls and mobile alerts.

  • Campus-wide lockdown notification triggered by a single staff activation.

  • Annual staff training completed before the first day of school each year.

  • Law-enforcement access to cameras, maps, and access control data.
